加拿大魁北克移民局于7月30日公布了对投资移民要求的变化：
Regulation amending the Regulation respecting the Selection of foreign nationals
Quebec Immigration Act
(L.R.Q., c. I-0.2, section 3.3, 1st par., subsections a, b and b.4)
1. Section 1, subsection e.2, of the Regulation respecting the Selection of foreign nationals is amended by by the following:
“e.2) “management experience of the investor”: the assuming, during a period of at least 2 years out of the last 5 years prior to the selection certificate application, of responsibilities of planning, management and control of financial resources and of human or material resources, under his authority; provided that this experience is not acquired in the context of an apprenticeship, training or specialization process attested to by a diploma”;
2. The beginning of the 2nd paragraph of section 8 of this regulation (“All foreign nationals in the investors subclass are to be called for a selection interview”) is amended by “Is called for a selection interview”.
3. The subsection d of the section 21 of this regulation is replaced by the following:
“d) “investor”:
i) Has a management experience in a farming, commercial or industrial business which is legal or for an international agency or for a government, or one of its departments or agencies;
ii) Has net assets, alone or including the accompanying spouse’s or de facto spouse’s assets, of at least $800,000 that have been accumulated through legal economic activities, excluding donations received less than 6 months before the date of submission of the application;
iii) Settles in Quebec and invests according to the provisions of the present regulation.
4. The present regulation comes into force on (indicate the fifteenth day following its publication in the Gazette officielle du Québec)
概括来说，这次变化主要有以下几个方面：
1． 从2008年9月份起，对新提交的投资移民的申请，如果魁北克投资移民客户的资产积累清晰，材料准备齐全，并且无任何虚假材料的前提下，魁省投资移民客人有可能获得免面试。但同时如果被发现恶意编造的虚假材料，不能解释资产来源问题的案例，出现未经过面试的拒签也是有可能的；
2． 如果主申请人可以完全清晰地解释资产的全部来源，配偶名下的资产也可以被计算主申请人名下；
3． 接受的捐赠与继承的遗产，也可以被包括在内，只要在递交申请的6个月以前已转到申请人名下；
4． 对管理经验的要求由原来的3年全面管理经验减少到最近5年当中的2年的管理经验。而且不再要求申请人有全面的管理经验；
5. 不再对主申请人工作的企业要求赢利性。
